Never mind - I doubt he was thinking at all! He probably delegated that too, just like Ronald Reagan before him! Now, you've got to balance your check book, and account for your credit rating, right? And so do I! So, why couldn't the Junior Bush grasp the simple economic idea of "pay as you go" and "don't spend what you don't have!" My creepy credit report is awaiting me on my desk, just screaming at me: "Buddy, it's damn nigh time you paid me some attention!"
And I have no choice but to do so. So, I will and must!
It's an old expression: "In God we trust - all others pay cash!"

Of course we must spend. But we must spend wisely!
We've got a new President and a new lease on life.
But, as with any lease, the rent must be paid.
So, fine, Mr. President Elect, shore up our banks and industries, but, for God's sake, put Americans back to work and in the pay instead of bread line!
