The Wartime President

" The War on Organization - This one started after 9/11 when Bush decided that a proper response to the destruction of four airliners and killing of 2,800 people was to reorganize the Federal government. "When in doubt, reorganize!" goes an old corporate saying. The lumbering behemoth that is the Department of Homeland Security emerged, cobbled together from agencies of nine departments. Layers of management were added. The names of some units changed. But fundamentally, nothing was different. The response to Hurricane Katrina stands as proof of that.

" The War on Clarity - To the "When in doubt, reorganize!" rule we must add the Bush Corollary: "When in real trouble, call it something else!" Thus, the War on Terror became, briefly, the "Global Struggle against Violent Extremism (GSAVE)". GSAVE us from any more ideas like that. Now it's the War on Terror again.

" The War on War - What President in his right mind sets out to close military bases at the same time he's starting a shooting war? Bush nearly won this one but was thwarted to some extent by the Base Realignment and Closure Commission itself.

" The War on the Constitution - Another elegant solution by Team Bush: Appointing cronies to the Supreme Court takes all those knotty "separation of powers" issues off the table, and it's a nice way to reward many years of blind loyalty. Besides, Bush knows Ms. Miers heart; presumably her heart knows the Constitution. Judge Alito is only a slightly less-worse choice.

" The War on the Broke - And when at last you don't have two nickels to rub together, please know: bankruptcy won't help you; you will still owe that last nickel to MasterCard.

Unfortunately, as much as compassionate conservatism impels the president to still more warmaking, there will be no time for wars on poverty, AIDS, hunger, missing children, homelessness, domestic violence, or unemployment. But hey, you can't do everything in eight short years and still get in a little vacation.

George W. Bush has no equal as a wartime president. But even a wartime president can go too far, and this one has crossed the line. Now is the time for us to declare a War on Bush.
