In her February 26, 2008 submission, Dobson specified the crimes to the Board of Selectmen:" I, Laurie Dobson, am convinced that these individuals have committed war crimes." The action will be considered for a vote at the next town meeting a few months out.

Other State and Local Efforts to Indict and Impeach Bush

On Feb. 19, 2008, a resolution was presented to New Hampshire’s House of Representatives calling for impeachment. While the committee voted against recommending it to the full house, 11-5, the bill will be voted on in March. Reports from the hearing indicated a large crowd supportive of the amendment to the surprise of legislators.

The Vermont Senate passed a resolution calling for impeachment that passed 16 to 9 in the state senate in April 2007. This was the culmination of 40 Vermont town governments passing pro impeachment proposals starting in April 2006 when Newfane, Vermont Selectboard member Dan DeWalt introduced and helped pass a resolution calling for impeachment based on the war in Iraq and resulting deaths.

In early 2007, a formal resolution of impeachment was introduced in the Illinois State Assembly. This was based on the rules for the House of Representatives written by Thomas Jefferson. These rules allow state legislatures and grand juries to issue a formal referral for impeachment, one the U.S. House ore Representatives must consider. The rules, Section 603 state that:

"Inception of impeachment proceedings in the House: … there are various methods of setting an impeachment in motion: by charges made on the floor on the responsibility of a Member or Delegate; by charges preferred by a memorial, which is usually referred to a committee for examination; by a resolution dropped in the hopper by a Member and referred to a committee; by a message from the President; by charges transmitted from the legislature of a State or territory or from a grand jury…" House Rules Manual, Thomas Jefferson

Illinois representative Karen Yarborough offered the resolution which focused on violating civil liberties and torture. It called for the immediate removal of Bush and Cheney. It was referred to committee and killed by the Assembly leadership.

Of the various efforts to start impeachment proceedings, the Illinois resolution had the best chance by invoking the Rules of the House or Representatives. These rules contain an injunction which makes clear that a "proposition to impeach is a question of high privilege in the House and at once supersedes business otherwise in order under the rules governing the order of business." (House Rules Manual, Thomas Jefferson)

Current Action Stems from anti Patriot Act Effort – 400 Cities Say No Tyranny

Grassroots efforts initiated in cities to impeach Bush are an extension of efforts begun by the Bill of Rights Defense Committee (BORDC) against the Patriot Act. More than 400 cities have passed resolutions calling for a refocus on civil liberties and repeal of all or part of the Patriot Act, passed by Congress. In 2002, Ann Arbor, Michigan and Denver, Colorado became the first two cities to pass resolutions objecting to the act. Davis, California and Wichita Falls, Texas were the most recent in 2007.

While these resolutions don’t focus on impeachment or indictment, they accuse the president and Congress of passing legislation counter to the intent and words of the Constitution, a charge specified by Brattleboro resolution.

With the president’s disapproval rating at 78% and approval down to 19%, the effort in Brattleboro may be just an affirmative vote away from sparking city and town based effort throughout the country to do what Congress won’t do, end the reign of George W. Bush and Dick Cheney.

Supposing they vote to indict...

And if they successfully vote to indict Bush/Cheney, how will this actually effect business as usual in Washington D.C.?  Will it likely just be 'symbolic' or is there hope that it will begin to put a chain of events into action?  How will this indictment be enforced?  How is this any different than resolutions for impeachment passed at local levels around the country?  There's absolutely no indication that it will even be reported on a national level...

I ask these questions seriously and not simply to dissuade.  I support the effort, but would like an honest analysis of how this will change anything... I don't see that ANYTHING makes a damn bit of difference anymore in regards to this!

I'm considering reporting my knowledge of the commission of a crime to the local office of the US Attorney.  And I can make their job very easy because I know who did it!  Just have decided which crime I want to report.

That's what I thought.

So they'd only be held responsible if they were in that jurisdiction.  Which is to say, it would have no impact on a national level... the same effect that all the impeachment resolutions made at local levels have done.  I guess it's a little better than nothing -something to officially document the disapproval and attempt at accountability.

These are the essential questions - they did indict

When I interviewed the folks in Vermont and Laurie Dobson, (Ind.)  US Senate candidate in Maine (Ind.) everyone said this was a response to the failure of Congress to impeach Bush-Cheney.  They also spoke of war crimes, one million dead Iraqi civilians, five million orphans, war without end. 

What does it mean in DC?  Right now, very little.  It's a blip but go to the end of the article and read about the Bill of Rights Defense Committee.  They started out after the Patriot Act was passed and now have 400 cities with resolutions opposing it.  That is huge.  Congress won't listen since they could care less about the big cities or citizens anywhere.  But it puts the people on record and tells them something very important - our so-called elected officials could care less what we say or want.  The accumulation of evidence is getting to be overwhelming.  Elect Democrats in 2006 to end the war and what do they do, nothing.  They can't even issue a subpoena and have it enforced.

They don’t care because they don’t have to.  They’re elected for life due to redistricting that guarantees this.  It’s all a rigged game.

But with each new effort ignored, each public opinion poll with Bush at lower levels, and the whole country watching, we have a countdown going.  How long will be put up with the lies, deceit and theft?

So, long answer – it matters to those who passed it, to those who followed the effort, and to the rest of us when we act.  There’s always a first step.

I obtained master's degrees at Goddard College in Vermont. Great rugged, Constitution and BILL OF RIGHTS loving democrats, who had the Cajones to not allow a Walmart into one of their key cities.

God Bless the Minutemen and women of Vermont. Indict the Neo-con, fascist, bastards and send them where they belong; into exile or prison for the rest of their time here before descending to the Hell we know exists, because we have seen consumate evil in men but never consumate good in men.

I still miss and love that great state and now they are showing the slugs in our party what REAL democrats are truly like.

I'm not criticizing their effort...

I just was wondering how the indictment would change anything.  I'm glad you brought up the objections to the Patriot Act as well.  400 cities last I saw.  And?  Has this changed anything either?  I certainly support every effort that's been made to bring about accountability and change, but what the #$%^^%& does it take to get these things???  Your assessment is correct Michael... but it only makes me feel worse and worse.  Does that make any sense?  For every tiny victory -the catastrophic losses seem insurmountable.  How long will people put up with it, you ask?  Close to eight years so far!  I'm almost out of hope.  I'm glad to see that others are not.
