Because the bill is stacked on the unconstitutional foundation of "Studying" (ie spying on,  legislating based on and holding Government-conducted hearings based on) thought itself, it is too flawed to be amended, and must be tossed out in its entirety.

The War on Terror has actually targeted innocent civilians, not terrorists, by overwhelming statistics of the ACLU, Electronic Frontier Foundation and the Center for Constitutional Rights. To give you only one example of such a violation, linked below is an actual declassified FBI "International Terrorism Matters" investigation of the Thomas Merton Center in Philadelphia, who were targeted as "international terrorists" because of organizing an Iraq War peace rally:

Please act urgently. Time is of the essence and free speech/due process are on the line. The clock is ticking. Please immediately send out petitions and publicize the cause, to get proactivity going with the greater American public. This is a fundamentally American cause, not a partisan or left-wing/right-wing matter. It affects everybody, even those not posting to the Internet.
