13- In a letter Lester Sola wrote Sept. 6, 07 to Kurt Browning, Secretary of State, regarding his frustration with ES&S not delivering the multi-lingual firmware and other hardware as promised in Oct. 07 in order to properly prepare his county for 08 elections. Broward claims they look to Miami Dade County for guidance. Whatever is good for Miami Dade is what we want in Broward, according to our Commissioners. Didn't Dr. Snipes, Broward SOE communicate with Lester Sola regarding ES&S lack of performance and broken promises when she recommended the Sole Source No Bid Contract funding at the Sept. 25th Commission Meeting?

The DS200 Optical Scanners today consists of the Hardware and is a shell of what is yet to be unknown proprietary firmware by ES&S and continual firmware and software updates as we go. Because the software to achieve successful elections has not been created or certified, nor has the DS200 been used before in any election, nor the citizens given an opportunity to evaluate this system and all voting systems.... Broward County is buying "A PIG IN A POKE"
