U.S. National Security: Divorce Venezuela, Marry Brazil

2) An "Issue" Summary – Top foreign policy issues, assessments and action steps being taken.

Those classified and sensitive big picture data displays in the offices of President Bush (think movie-like Oval Office, push button wall opening), Secretary of State Rice, Defense Secretary Gates, and CIA Director General Hayden.

Green means Secure - Think England. Yellow means Concern (flashing means tipping to red) - Think Pakistan (not flashing – yet). Red means threat. Think Venezuela.

These 4 leaders can then in one collective look at any given moment either by themselves and/or via secure conference phone discussion, view the entire world in the aggregate and then merely touch screen a country for the latest changes, assessment and actions taking place, with that "integrated data (see Note)" fed from intelligence services, defense department and state department sources into the NSS supercomputer.

Note: Integrated, from the standpoint of not only linking various data sources (intra/inter agency/departments), but also as respects the assessment and action commonalities between different countries or strategic power blocks. For illustration purposes, see Ukraine example below.

The 3 key (basic) thought takeaways for these four leaders after each NSS scan review being:

1) Seeing a trend to green, which means U.S. influence working. If the trend is not there, assess why, looking for common impediments, etc
2) Are necessary and sufficient government resources focused and deployed on Green and Yellow?
3) Plans to extricate (distance/exit) vital U.S. resources and infrastructure from Red.

Now, with those big picture insights, the hard questions can be asked to develop solution plans.

That said, the previous article by this Analyst focused on Pakistan with a current assessment, as too what might be displayed on the NSS. That article too as will this one, included a Plan to resolve the crisis or issue, which the NSS should provide at any given moment on any given problem and/or threat countries. The goal with Pakistan was to provide a plan (Phased Democracy) to turn it from yellow to green on the NSS. The President would readily see that and then be able to engage the other 3 leaders on specifics, status, and changes necessary. The added benefit being with the global NSS view in front of him, he can then quickly and efficiently scan the entire globe and say for example (or the AI integrated NSS data system will automatically suggest), "well, what about applying this (whatever country plan/strategy being reviewed) plan or a derivative version thereof in the Ukraine?" As he then touches Ukraine on the NSS, other thoughts are triggered by these 4 individuals as well as the artificial intelligence recommendation aspect from the underlying NSS computer.

Assume you're now the President and you look at Venezuela on the NSS. Historically and into the mid to late 90's, the NSS would have shown yellow/green. Now however, the screen is red. Yet the U.S. is and remains strategically (vulnerable) linked in terms of its oil supply. The question the President should then ask as he hits the "Actions" button to bring up the Venezualen Plan on the NSS, is "What is the U.S. doing to improve its National Security situation as regards Venezuela?".

As hypothetical the existence of the NSS may be, if it does exist, the President may be disturbed to seeing a read-out on Venezuela saying "No Data".

With that challenge to leverage (create) technology to greatly enhance national security monitoring and execution, the point to be made as this article now gets into the real "Triple A - Assessment/Analysis/Actions" regarding Venezuela and Brazil is that at any given moment, the world reflects a very fluid and volatile national security picture or puzzle. An increasingly complex world requires increasingly complex (and smart) technology to manage the data, generate sound assessments and make ever better national security decisions.

From that pure national security perspective, the puzzle pieces (countries) constantly change in size and intensity for the better or worse. Aggressive monitoring and more importantly, action steps to keep the trend focus on green and the exit on red, thus maximizing national security, being the ultimate objective. An NSS would provide the information to make prioritized, quicker, and better decisions. And what a great tool for Presidential news conferences. Think a mini-NSS embedded in President's speaking podium with touch screen answer access.

NSS Analysis/Assessment:

If NSS existed, what would it show the 4 leaders regarding the current assessment of Venezuela and Brazil and what actions are being done and more importantly should be done?

Venezuela clearly is red and the "why's" follow.
