In this connection, it should be remembered that Japan, Germany, and Italy signed the Tripartite Treaty on September 28, 1940, by which the three nations agreed to make common cause against any nation, not then a participant in the European war or the Sino-Japanese conflict, which attacked one of the signatories. Thereafter, the fact that war with Japan meant war with Germany and Italy played an important part in President Roosevelt's diplomatic strategy.
