"From an initial examination of the photograph of the individual who visited the Soviet Embassy in Mexico City on October 1963, this individual does not appear to be Oswald, as he looks to be older, heavier, and with more hair. Also the Agents who have talked to Oswald have listened to the tape provided by CIA of the call allegedly made by Oswald to the Soviet Embassy, and they do not think the individual is Oswald, as his voice is different, and he spoke in broken English."
These remarks appear in a November 23, 1963 memo from FBI Director Assistant for Investigative Work, Alan H. Belmont, to Associate Director Clyde A. Tolson (Research Papers of John Armstrong, Book 1, Notebook 2 , pages 38-39). The September 27 -- October 1, 1963 LIENVOY transcripts [in Spanish and some in English] are available at Russ Holmes Work File ( NARA 104-10413-10074 ).
Last, but not least, t he CIA has never provided a photo of Oswald in Mexico City, although its program LIEMPTY had the Soviet Embassy under photo surveillance from three different posts. A photo allegedly taken on October 1 --but actually on October 2-- was sent to Dallas together with the aforementioned tape. The subject passed to history as "the mystery man" [ Yuriy Moskalev ?].
Another vantage point (LIONION) covered from across the street both the Cuban Embassy and Consulate. On September 27, 1963, Oswald went three times to the Cuban diplomatic compound for an in-transit visa. LIONION inexplicably missed him six times. Let's see next how Dr. Latell tampers with evidence in a more brazenly manner than the Mirabal-Diaz's report.
