The CIA, military, politicians, and policymakers expect all of this to happen (or at least know it will happen) and they hope that enemies will get word of what was done to their friends and family and will then bring to a halt their plans to challenge American power.
This is why they ask Obama to cover it up and why they try to convince Attorney General Holder that he should not do his job.
The history of torture did not begin with the Bush Administration. "Bad science makes it seem like torture was a mistake. It wasn't and it never will be.
Those in power think (and have traditionally thought) torture is a tool worth utilizing, something that can produce favorable results.
Power will continue to yield this tool as long as we the people remain silent and tranquil as it is utilized time and time again.
