A) Create a BRIC (+V) + CSAA (Canada/South Africa/Africa) + Other (Food/Water/Cuba) Integrated “SWOOP“ Strategy:
Note: The Analyst coins the term “SWOOP” (aka “Strategic Wooing Plans”). “SWOOP’s” are akin or analogous to the Chinese “Waging Peace” strategic plans noted in Part 9 – Military et al, and become the antidote or counter to that same Commulism (disease transmitting) spreading strategy. They are one of two key tactical pieces in the new “Fusion Warfare” Doctrine – see Military et al Section.
This entire “Commulism Response Framework” (CRF) addresses the R (Russia), C (China) and recommended V (Vietnam) components of the BRIC(+V) + CSAA strategy. The remaining pieces B (Brazil), I (India), and CSAA (Canada/South Africa/Africa), and one specifically targeting strategically significant food/water source regions/countries, round out the strategy. In that regard, this section addresses those B, I, CSAA, and food/water pieces (SWOOP's). Cuba too uniquely added.
