With the approach of November 22, 2013, the 50th anniversary of President John F. Kennedy's public execution, I am writing to encourage that you order immediate release to the public "in full" (without redaction) ALL the 1100+ files/records remaining secret, under government control and directly - or even tangentially - related to that event. I also invite you to recognize, encourage and even join in a silent, ongoing vigil awaiting release of those records, begining on 11/22/13 at 12:30 p.m., in the public plaza adjoining the John F. Kennedy Center for the Performing Arts, a Memorial built in Washington, D.C. to honor President Kennedy. ( ).

President Kennedy is not honored as records of his murder remain secret while thousands daily gather to entertain and be entertained in the Kennedy Center, a structure not fully "celebrating the life of John Kennedy" while these contradicting circumstances persist, even highlighting maturation of a trend in American culture away from vigilant awareness of civic rights and responsibilities, a trend pointedly implicit in the title of Neil Postman"s 1985 book, Amusing Ourselves to Death . The public plaza at the Kennedy Center thus uniquely provides a best focal point for newly engaged citizens to exercise their nearly forgotten Constitutional right to peacefully assemble and petition for this redress of grievances: that ALL records related to President Kennedy's assassination be promptly released, a step crucial to reclaiming public confidence in, even control of, the very institutions and processes valued by John Kennedy as functioning in time to build America, not into a tensely politicized democracy - subject to tyranny by majority/mob rule - but a Constitutional Republic, calmly persistent in respecting and protecting both majority and minority interests.

The public plaza adjoining the Kennedy Center clearly and historically has been a public space, appropriate and available for a Constitutional assembly, or vigil. In fact, until recent years, the entire Kennedy Center and grounds were within the jurisdiction of the U.S. Park Police, who to this day recognize the right of Americans to assemble and conduct "vigils" on public spaces within their jurisdiction as not requiring application for or approval of any permit. More recently, and for that very reason, management of the Kennedy Center and adjoining grounds were apparently transitioned away from jurisdiction of the U.S. Park Police, with the intended result of prohibiting public assemblies or "vigils" at this necessary focal point as the 50th Anniversary of JFK's assassination became imminent. These circumstances evidence not just a theory, but an actual "Conspiracy" (18USC371) to accomplish "Deprivation of Rights Under Color of Law" (18USC242), to discourage, even prevent exercise of the Constitutionally defined and protected right to peacefully assemble and petition for a redress of grievances, specifically at this most important time and location. This is a serious matter. If on November 22, 2013 or thereafter, any public, private or corporate entity employs legal tactics or law enforcement/ security functions to interfere with this vigil, this peaceful assembly at this location, those actions must be recognized as in furtherance and ultimate accomplishment of the stated Conspiracy, requiring diligent investigation and prosecution by the U.S. Justice Department to enforce criminal and civil penalties upon the offending parties. Very hopefully, it won't come to that.
