It took a while, but President Bush finally seems to get what happened to New Orleans. More important, the administration sees what sort of basic commitments are needed if southern Louisiana is going to have the chance to rebuild itself. But he is going to have to push hard on the storm victims' behalf. There are frightening signs coming from Washington that legislators may shortchange distressed homeowners, playing politics as usual with relief funds.

Louisiana certainly has every reason to be wary.
