The first 9/11 occurred in 1973 in Santiago, Chile. President Richard Milhous Nixon and Dr. Henry Alfred Kissinger were the instigators, General AugustoPinochet simply the executioner. A pioneer and advocate of universal jurisdiction, Judge Baltasar Garzón of the Spanish Audiencia Nacional would gain worldwide recognition by securing the arrest of Pinochet in London in 1998 for crimes committed in Chile in the 1970s. This ushered in the heyday of international justice
