|General Martin E. Dempsey, the Chairman of the Joint Chiefs of Staff, said on Thursday that the Pentagon supported a plan to arm Syrian rebels that was developed last year by David Petraeus, the CIA director at the time, and backed by then Secretary of State Hillary Clinton.
