| The Senate overwhelmingly approved new curbs on government surveillance powers today, moving the USA Patriot Act closer to renewal but by no means ending the debate over the balance between national security and personal liberties. By 95 to 4, the Senate agreed to changes meant to clarify the rights of people under surveillance and to further limit the government's ability to scrutinize library records.
