Secretary of Defense Leon Panetta put responsibility for embassy security back on a divided and bickering Congress during a combative appearance Thursday before a Senate Armed Services committee hearing on the attack last fall on the American consulate in Libya. Facing a highly partisan array of senators, Panetta said, 'The United States military is not and should not be a global 9-1-1 service capable of arriving on the scene within minutes to every possible contingency around the world.'
