| Marines will set up combat outposts and remain to hold the Taliban poppy growing territory -- an area that hasn't seen any US/Alliance occupation for years. Brig. Gen. Nicholson intends to alter the pattern of rising civialian casualties by using marine ground troops and limiting air strikes.
