DMCA | Senate Minority Leader Mitch McConnell (R-Ky.) has appealed directly to Vice President Biden to try to break an impasse in negotiations to avoid the "fiscal cliff," as Senate Majority Leader Harry M. Reid (D-Nev.) steps back from talks. On the Senate floor just after 2 p.m., McConnell said he had delivered Senate Democrats an offer at 7 p.m. Saturday, and had yet to hear back from them with a potential counter-offer.
