More than a third of L.A. private-sector workers make less than $13.25 an hour, the proposed new minimum wage. L.A.'s proposed new minimum wage would help primarily middle-aged workers supporting families:
There's little room for surprises in James Collins' monthly scramble to manage rent, bills, debts and gas. He's a 42-year-old father of 2.
