| It is clear that Truman recognized the dangers inherent in a rogue agency that takes it upon itself to perform significant actions, when it's raison d'etre is to gather information and nothing more. 'Cloak and Dagger' (the cloak means secrecy) leads to nothing but trouble, and takes decision-making power away from the elected leaders. It has also caused resentment and distrust of us by other nations around the world. |
