Japan signs on to U.S. call for North Korea sanctions

Unlike the US and Japan, whose trade with N. Korea is insignificant, China - and S. Korea to a lesser degree - help prop up the N. Korean regime by providing most of its trade & investment from the outside world.
But they face a tough choice between full-blown sanctions that would provoke the unpredictable regime across their sensitive borders & limited, symbolic punishment that could scuttle DC tactics.
