| The U.S. Embassy in Kabul is preparing a proposal that would require the Afghan government to meet anti-corruption benchmarks to receive US funds. NATO officials see some hopeful signs -- particularly a string of arrests of senior Afghan army and police officials for drug trafficking, corruption and aiding the Taliban. |
