Bremer's choice sealed Iraq's fate. Now many wonder how the decision escaped debate at the highest policy levels - the Pentagon, the White House, Darth Cheney's Office of Special Plans. Bremer merely informed the president and his aides that he was about to issue an order formally dissolving Iraq's Army. The next day, the decree was enforced.
