This is a perfect example of the bottleneck in Washington, and the rules the Obama administration is working under/against. News of complete insubordination of the heads of the federal agencies needs to be broadcast widely. This looks like a good place for Occupy to start. This is the sort of thing that turns the stomach. Push for resignation and a recess appointment. Good luck.
