Manmohan Singh, India's first Sikh prime minister, presumably represents India's secular Congress Party - except in dealings with Pakistan, when he comes under pressure from the fundamentalist Hindu opposition party, the Bharatiya Janata Party (BJP). On a number of occasions, Singh has followed the dictates of the BJP by backing out of promises and commitments. This raises the question: does Congress rule India or the BJP? |
