Wisconsin's Republican/Koch-led effort to disenfranchise groups of voters such as students by not allowing technical college student IDs to count as valid voter IDs at the polls and not allowing the pre-population of voter specific data on downloadable recall petition forms. The GOP leadership wants these decisions to be considered "administrative rules." A determination of "rule" would force the decisions into the rule-making process, effectively voiding them until the governor, Scott Walker, who is himself being recalled in said election, decides to act. While the rules sit in limbo, no new administrative rule, opinion or decision can be made that is substantially similar to the ones already in process. The GOP basically wants Scott Walker to decide who can and cannot vote in his recall election. This IS NOT how a democracy works.
