Voters are confused. Especially independent voters. Sorry, this is not a very Jeffersonian sentiment, but it seems that many voters this year are nurturing two contradictory sentiments. They want Washington to work -- which is natural in a time of economic trouble. They also want gridlock -- that is, a distribution of power in Washington that is likely to lead to stalled government.
