| Yes, constructive work in that area is actually being done. The Arms Control Association named Congressmen Peter Visclosky (D-Ind.) and David Hobson (R-Ohio) the winners. Due largely to their efforts, Congress rejected the Bush administration's proposal to fund research on a new, so-called 'replacement' warhead.
