What Punishment?

In the last two elections and in the current one as well, Republicans have used various tactics to keep the vote down.  This may be the only way they can win elections but it clearly is something unsavory.  However, as a country we do very little to prevent this kind of behavior.

Before an election it is difficult to get any kind of action because the courts are slow and their decisions can simply be ignored because the election officials are unlikely to be punished and state officers, such as a Secretary of State, are even less likely to be punished by the court.

After an election, courts are reluctant to address problems that are now moot; the election is over after all.

The question then is what kind of punishment is likely to be effective in making people less likely to participate in election fraud?

No punishment is needed. We can trust these people
Punish the individual. A small fine should be enough.
Punish the individual. This is a serious felony deserving imprisonment as well as a fine.
Punish the individual. This is treason! It should be considered a capital crime.
Punish the party. A big, multi-million dollar fine is needed.
Punish the state. It should lose its electors for the current election.
Some combination of the above punishments
