Test for Congress

     Should any person who plans to run for Congress, in addition to the required signatures to be placed on the ballot, be required to pass a test on the Constitution? Should they have to sign an actual "contract with the people" stating that if they fail to follow their oath of office, they must resign their office?

YES - Should have to pass a test.
YES - Should have to pass a test. and sign a binding agreement.
YES - Should have to sign a binding agreement but no test
NO - leave it as it is
