Should the Octuplet's Fertility Doctor be Punished?

Should the doctor who did in vitro fertilization, implanting seven embryos into a single woman who already had six children, be punished?

Should a fertility doctor make judgments on who gets how many babies? Apparently, there were guidelines that he violated, but not laws.
