Should private mercenaries be outlawed?

I read an interview today, CLICK TO READ and wanted to bring this topic up for consideration. A couple of paragraphs lifted from that interview struck me.

"I think that we have a grave threat, [ Blackwater ] not only to democratic processes of the U.S., but to global peace and stability when a system that intimately links corporate profit to an escalation of war and conflict is not only permitted but actively supported"

Do you think that private mercenaries should be outlawed? That they shouldn't exist?
