     Should Individual States and Cities Indict Cheney/Bush For Murder?

I just finished reading Vincent Bugliosi's book, THE PROSECUTION OF GEORGE W. BUSH FOR MURDER and it gave me an idea.

In the book, Bugliosi, internationally acclaimed prosecutor, urges a Federal Indictment and lays out an impeccably well designed case for the prosecution of Bush and claims that a competent Prosecutor would obtain a guilty verdict.

In the absence of any hope of justice from the Congress or the Attorney General, perhaps the states and cities should take matters into their own hands according to their laws. The effect of posters saying:
WANTED DEAD OR ALIVE FOR MURDER: GW BUSH, RICHARD CHENEY!
Would certainly pin them down as to where he could and could not go in future. My guess is that THEY would resort to hiring Mercenaries as bodyguards, which might mean a redux of the Lincoln County Cattle war. At worst it would drive Cheney to move to Dubai and Bush to his ranch in South America, where Hugo Chavez would have at him.
