     SHOULD NO-BID CONTRACTS BE ABOLISHED?

NO-BID Contracts perpetuate the notion that the contract awardee is so "Uniquely Qualified" at whatever he is "bidding" upon, as to be spared the indignity of having to compete with others, the Hoi Polloi bids are an insult to the No-Bidder guys.

When I chaired a department at my tenured Institution of Higher Ed, any contract above $500 had to be sent out for at least three bids. Nonetheless, the upper administration, at levels far above my own, for contracts fore College wide gave No-Bid contracts of millions of dollars away to a variety of companies, which they claimed were "Uniquely Qualified." Under-cover, although out of my area of needs, I, unofficially, solicited bids from other companies and found these less than "Uniquely Qualified" had bids as low as 30% less than those who received the no-bid contracts. I went a step further by asking for references and checking them. All of their clients for the same work gave them high marks.

I was unable to convince anyone on the board to do anything about the No-Bid Contracts.

The only person's in my observation which have been "Uniquely Qualified" have been in areas which depend upon Divine Giftedness, like the arts, and a few sports, where someone like Babe Ruth, who in 1920 and 1921 hit more home runs than 14 of the then 16 entire major league teams, while batting for a .373 and .376 average for those two years.

For instance, Halliburton, an oil service company, has obtained all sorts of No-Bid Contracts, one for food service. Sorry but there are literally hundreds of Food Service and Chain restaurants in America who are, from all appearances and available evidence, are far more than qualified, and some of them serve millions of Americans food daily. Why were they excluded? Guess.

Therefore, I say, there are in America no "Uniquely Qualified" companies.

Therefore:

SHOULD NO-BID CONTRACTS BE ABOLISHED?
