Is there a North American Union forming, and why?

CNN anchorman Lou Dobbs reported in 2005 that the three heads of state of our continent at the time Bush, Presidente Fox, and Canada's now-ex Prime Minister had signed into an unreported contract called the Security and Prosperity Agreement (SPP).

Dobbs insisted that this is not just a negotiation of shared issues, as it appears on the surface, but rather the next big stepping-stone from NAFTA to join all three of our governments together. His report was ignored or written off as "another conspiracy theory," but only a few months later the Council of Foreign Relations issued a report titled Building a North American Community, in which they lay out plans for increased cooperation between the three nations to tackle problems all collectively face.

A few invited guests caused a scene at the first public press conference to address the SPP and were thrown out by security, for many, increasing the validity of the rumors. A radio pundit named Hal Turner came forward and claimed he had a friend at the US Treasury steal a new secret coin being created at the mints, that which would become our continental superstate's shared currency: the Amero. He had photos and a video of the coin dropping linked to his online article as proof, but by the time I got to it, the video was gone and some strange cyber vendors were selling 'parody' coins of this design. Not to mention that, despite more and more exposure of this theory, Lou Dobbs has been silent on the issue for almost two years now, focusing instead on illegal immigration, which could only be described as a social side-effect and purposeful 'ineptitude' if it might be true. I sent a letter to my senator (Fienstien) a year ago and received a response that, though she values all sovereignties, and many of her constituents have been concerned of SPP expansion, she has found no evidence of plans to bind our nations together. So, has all that just been empty speculation? If so, where does the actual documents of the SPP and CFR's report fit in?
