With all the access to phone tapping, has the Bush admin and its surrogates been digging up blackmail material on Dem leaders in congress?

J. Edgar Hoover had dossiers on all the powerful people he wanted to influence. Are the people in congress who are failing repeatedly to do their job being blackmailed?

I'm talking about Pelosi, Conyers, Waxman, Rangel, Reid, Schumer, Leahy...  

People can be blackmailed even if they have a clean record. Their kin can be threatened. 

Yes. Blackmail explains a lot
No. They can't use that as an excuse.
Not sure.
