Do Balanced Budget Amendments ever Serve the people?

     The Cut, Cap and Balance Act (CCB) passed the House on a 234-190 vote on July 20, 2011. Naturally, part of the initiative is to try and get a national balanced budget amendment. Over the decades many U.S. states have created balanced budget amendments.

Considering what is happening today in American states  which have balanced budget amendments, (i.e. budget crises in most every state) do such balanced budget amendments serve America and the citizens of those states well?
