The CIA was originally conceived as a central coordinating and organizing facility to avoid competition and duplicating of intelligence between the various intelligence agencies and it was only later that black ops was introduced into the organization. Over time black ops has taken over. Recent failures in intelligence gathering and the nefarious role of the CIA in rendtion and torture,as well as this latest airline incident would indicate that Harry Truman's plea for the restriction of its role to that of it's original design be given serious consideration.
In an article in the Washing Post, December 22 1963 Harry Truman entitled " Limit CIA Role to Inteligence" asked that the CIA be returned to its original role.
..."But there are now some searching questions that need to be answered. I, therefore, would like to see the CIA be restored to its original assignment as the intelligence arm of the President, and that whatever else it can properly perform in that special field--and that its operational duties be terminated or properly used elsewhere; We have grown up as a nation, respected for our free institutions and for our ability to maintain a free and open society. There is something about the way the CIA has been functioning that is casting a shadow over our historic position and I feel that we need to correct it."...
