Senate Resolution 102-23, ratified on September 8, 1992, made torture by the United States illegal under the Treaty on International Covenant on Civil and Political Rights.Article 7, specifically states: No one shall be subjected to torture or cruel, inhuman or degrading treatment or punishment.
Members of Congress who have voted, or support torture, are in violation of, or intention to violation, of this Treaty.
Violation of Treaty, is a violation of the Law of the Land; as Treaties of the United States, are above all Federal Statutes. See Supreme Court Rullings.
