Blackwater has gone (also officially) global, "is pushing to be part of UN peacekeeping missions in places like Darfur," and has rebranded their mercenaries as officers trained for "peace and stability" work.
No wonder the US Military need to adjust to the demands of a shifting market,,,,I mean world
U.S. Military takes lessons from Iraq 'insurgent' war
As the fight in Iraq drives fundamental changes to the military, it is also forcing a debate on how far those changes should go.
“At the center of this debate is a proposal to create a permanent force of 20,000 new "combat advisors." Such a force would position the Army to better train indigenous forces to take on counterinsurgencies for themselves’
Deciding what party is “insurgent” can be tricky when a nation state as well as the government of one can be little more than a hypothetical construct consisting of a small minority held up by foreign backers rather than public support
However, I would suppose that US Government can exercise discretion in doing this with just as much arbitrariness as in deciding who is a terrorists.
After all, I suppose that any party who feels discriminated against can use the democracy of the global free market and hire Blackwater or some other private agency for the same services.
