Supporters of President Barack Obama - HEAR YE HEAR YE! Is there anyone out there who hasn't hit the snooze setting on your alarm? The Census of 2010 is around the corner. Please do something NOW to legally get rid of The Help America Vote Act and The American Patriot Act. Surely you have noticed that Democrats and Republicans have been going at it - mano a mano (against eachother as well as within their own circles). If you are worried about your monetary survival, foreclosures, government sponsored electronic surveillance and Provisional Voting, please acknowledge that our civil rights are in fact - OUR CURRENCY. Our civil rights will go to the "autodafe" if the 2010 Census and the 2012 Presidential Election occur with the above 2 laws still intact. Private voting industries marketing their products and solutions do a very nice business by contracting with our Department of Defense. If we legally get rid of the 2 laws above - our risk of living under Martial Law will diminish.

15.  Can a State or local government use HAVA funds to upgrade wiring so that the election office can connect its local LAN to access the Internet?
 
Generally, upgrading wiring is an allowable cost for this purchase.  Upgrading wiring is justified if it improves the administration of Federal elections.  It can be paid for using Section 101 funds or  Section 251 funds up to the minimum payment identified in Section 252 .  However allocability and cost reasonableness  must still be considered.  For example, if the internet wiring will not be used exclusively for the purpose of improving the administration of federal elections, only that percentage of costs associated with the administration  of federal elections can be charged to the HAVA Grant.
