I just took action on this alert from Council for a Livable World. Bush wants to sign a commitment that will bind his successor to a permanent relationship with Iraq.  And he's trying to do this without the approval of Congress.Representative Rosa DeLauro (D-CT) has introduced a bill that would require any long term security arrangement with Iraq to come in the form of a treaty and require the approval of Congress.
