The national HOA trade lobbying organization, Community Associations Institute (CAI), has declared that under the HOA model, "Associations ensure that the collective rights and interests of homeowners are respected and preserved."
And it further declares in its recently published "Community Association Fundamentals" web page that "Association leaders seek an effective balance between the preferences of individual residents and the collective rights of homeowners." Note that the word "preferences" is used in place of "rights" in the above sentence, because under the profit-seeking developer written HOA governing documents, homeowners have no constitutional rights of due process or the equal application of the law.
