There has been a big Hullabaloo about Republican presidential primary candidate's Herman Cain's 9-9-9 tax overhaul plan. It sounds a lot like Jerry Brown plan from the 1990s to me.
"Cain argues the 9-9-9 proposal would expand the tax base so more Americans are contributing to government coffers while at the same time getting government out of the business of picking winners and losers through the tax code."
I have a better spin to the so-called 9-9-9 plan.
It is simple. The 9-9-9 rates, proposed by Mr. Herman Cain , will not kick-in till earnings reach 99,999 dollars in a year. This will enable a more traditional progressive tax to be used at levels under 100,000 dollars. This is because the obvious problem with a flat-tax is the same now as it was when Jerry Brown ran on the idea against Bill Clinton back in 1992. Namely, a flat tax unfairly penalizes the bottom rung of society, who already pay sales tax galore at the local and state level.
Demand this 9-9-9-9-9 version of the Cain plan be allowed in to the debate in the coming Iowa Caucus.
