Is Romney Changing His Tune on "Freedom Requires Religion?"

Has Mitt Romney changed his tune on atheists? In his concession speech, he just talked about the number of Americans who believe in God, and then followed up with:

"... and even if they don't believe in God, they believe in something larger than themselves."

Is he stepping away from "freedom requires religion?" Is he allowing non-believers and agnostics a place at the table? If so, this if big news.
