Any Member of Congress can do it. Just follow these simple instructions:1. Introduce Articles of Impeachment against Bush and Cheney.
The polls show that most Americans favor impeachment. By being the first Member of Congress to introduce Articles of Impeachment, you'll become a hero to a majority of American voters, who won't forget you in 2008.
2. Introduce binding legislation to end the war, remove Bush's war power, prohibit all futher funding for the war, and use everything that still remains in the defense budget to bring the troops home and provide for their medical, psychological, and other readjustment needs.

3. Introduce legislation similar to Dennis Kucinich's HR6200 to require hand-counted paper ballots at the precincts in the 2008 Presidential election, along with full citizen oversight, including the right of citizens to videotape all elections processes. Eliminate mail-in and provisional ballots. Change election day to a legal holiday so that nobody has to take time off from work to vote. Instead of provisional ballots, let anyone with valid ID register at the polls on election day, and, after signing a sworn statement under penalty of perjury with a mandatory minimum prison sentence for violations, be allowed to cast a regular ballot. Insist that no machines be allowed to count or recount votes, and that the agreed upon tallies at the precincts shall be the final tallies and shall be publicly posted at the precincts before being transmitted to central offices.
This will enable you to become President because not only will you have an overwhelming number of votes from carrying out steps one and two, but they will actually be counted accurately.
