The Senate's healthcare bill -- is it 'reform' or is it another 'law' against the working class?

The corporate media propagandists (CMP) are promoting the corporate enhanced health package that has been passed by the Senate as one that will provide insurance to over than 30 million people as ''reform' . Isn't it more a 'law' that makes it illegal, punishable by fine and/or confinement? One Senator made the statement, "This bill moves healthcare from a privilege to a right." More correctly, it moves it from a privilege to a law which must be abided by or you will be arrested, like they have done with automobile insurance. The main difference, however, is that one has the choice to drive a car or not, but they do not have the choice to not get sick.
