Along with 'fascism', 'fundamentalism', imperialism' and 'racism', Marcy Winograd contends that George W. Bush's current plan to militarize our borders underscores his ongoing destruction of our Democracy. Hence the term, "incrementalism"... the planned and consistent erosion of our Constitution. As Winograd sees it, placing our already abused and overused National Guard at our borders is in direct violation with the Posse Comitatus Act, a law established in the wake of the Civil War that prohibits the use of American troops for domestic law enforcement.According to Winograd, "The ACLU thinks Bush's 'troops-at-the-border' edict violates the Posse Comitatus Act. " Therefore, through the process of "incrementalism", the Posse Comitatus Act will eventually decline all together, placing the National Guard under the authority of the President and not under the auspices of each individual state.
Unlike current members of Congress, particularly Leader Pelosi, who quake at the mention of "impeachment," Winograd will vote to impeach George W. Bush as soon as elected to office. A well-honed proponent for social justice, Winograd is a welcome relief from her incumbent opponent, Jane Harman, who supported George Bush's militarism prior to the War in Iraq and has done so ever since.
Winograd understands that removing the Bush Administration from office will safeguard our Constitution and end the corrosive "incrementalism" that threatens to destroy it.
