Want to see us weaned off gas-powered cars? Here's the economic incentive

One of the biggest obstacles to producing Zero Emission Vehicles isn't technical, but economic.  Here's my plan to get ZEVs like Compressed Air/Flywheel/Fuel Cell/Electric or any hybrid of these etc. into wide acceptance:

The Mileage Triple-Credit Plan (I need to work on the name a little)
This would give auto makers credit for triple the average MPG for their fleet for every Zero Emission Vehicle they produce, and the consumer triple the rebate for a high MPG car for every ZEV they buy. 

This plan would allow automakers to meet or exceed stricter CAFE standards, while promoting efficient green cars for consumers to buy.
