The Power to Lead by James MacGregor Burns is published. Burns is a
university professor who has been a member of the ACLU and Americans for Democratic Action, president of the International Society for Political Psychology, and who has done post-graduate work at London School of Economics. In this book, he proclaims:
Let us face reality. The framers[of the Constitution] have simply been too shrewd for us. They designed separate institutions that cannot be unified by mechanical linkages, frail bridges, tinkering. If we are to "turn the founders upside down" we must directly confront the constitutional structure they erected...... Others might press for major constitutional restructuring but I doubt that Americans under normal conditions could agree on the package of radical and "alien" constitutional changes that would be required.
